The causes are many, the myth that money can be won easily in this profession and the fact that the agent does not stock it must pay in advance, the desertification of some towns by traders in for large areas that allow some little silver to go into this profession.
This multitude of agencies led to fierce competition between brothers under the benevolent eye of professional organizations delighted to see more members.
The facts are real, the reasons identified above are wrong.

First, the easy money is not only the work pay.
